Province introduces legislation to allow ridesharing, Uber Canada reviewing new rules

The provincial government is introducing legislative changes in the House of Assembly to allow ride-sharing services like Uber to operate in the province.

The government says if the changes are passed, they will provide a clear and simple set of rules to enable ride sharing services to operate safely in Newfoundland and Labrador. They will also help to ensure consistency in regulation and enforcement.

Uber Canada is now reviewing the changes.

“It is great to see the Government of Newfoundland and Labrador take positive steps to introduce a modern province-wide legislative framework that will support safe, affordable and reliable rideshare trips,” Michael van Hemmen, general manager of mobility with Uber Canada, said in a statement. “If passed, this legislation will be a great step towards welcoming ridesharing to the province. As a next step, we look forward to reviewing the regulations and remain hopeful to launch in Newfoundland and Labrador.”

To assist ride sharing operators in expanding business into the province, legislative and policy changes will be introduced in the House of Assembly, including:

  • Eliminating the requirement for a written test and an on-road practical test in order to get a Class 4 driver’s licence to drive either a taxi or ride sharing vehicle;
  • Waiving the requirement for a taxi licence plate to be on any ride sharing vehicle;
  • Providing clear and concise definitions for a transportation network, a transportation network company and a ride sharing service;
  • Clarifying the definition of taxi to not include ride sharing services;
  • Introducing a system of licensing transportation network companies; and
  • Amending municipal legislation to limit their jurisdiction to taxi services only and not ride sharing.

The governments says if passed in the House of Assembly, these changes will require the same safety standards for both taxis and ride sharing providers in Newfoundland and Labrador. They will also ease some of the administrative burden to help meet demand for affordable, reliable and safe transportation services in the province. The rules for both taxi and ride sharing drivers will be the same, supporting a competitive industry.

Growlers sweep Royals to kick off the season

The Newfoundland Growlers completed the series sweep over the Reading Royals with a 2-1 overtime win on Sunday evening at the Mary Brown’s Centre.

Jackson Berezowski nabbed both goals for the Growlers to increase his league best point total to seven through three games played. Dryden McKay stopped 34 of 35 shots he faced in the Newfoundland net. Newfoundland host South Carolina in their next game on Thursday.

NL Health Services hosting health innovation summit

Newfoundland and Labrador Health Services is hosting its annual health innovation summit this week at the Health Innovation Acceleration Centre in St. John’s. Kicking off today, this year’s theme is ‘Reimagining Patient-Centred Care through Innovation and Research.’ Over the course of five days, keynote speakers, academic researchers, innovation partners, government officials, and industry experts will discuss how research and innovation has had positive impacts for health-care patients and clients as well as health-care professionals.

“This year, we have further expanded our innovation summit to include a research component with five days of informative presentations, discussions and networking opportunities,” said Ron Johnson, Chief Operating Officer of the Eastern Urban Zone and vice president of Innovation and Research for NL Health Services. “Health-care research and innovation, at its heart, is about finding ways to improve the health of our patients, clients and residents, and why it is fitting to focus this year’s summit on patient-centred care.

NL Health Services brings together five former separate health entities – Eastern Health, Central Health, Western Health, Labrador-Grenfell Health, and the Newfoundland and Labrador Centre for Health Information. The creation of a provincial health authority was announced following recommendations from Health Accord NL.    

Provincial Government to Participate in Grocery Innovations Canada

Representatives from the Department of Industry, Energy and Technology will join three companies from this province in Toronto at Grocery Innovations Canada from October 24 to 25.

Grocery Innovations Canada is the premier grocery and specialty food show in the country, giving local food and beverage producers access to over 4,500 buyers.

Companies at the event explore new markets, gather product information, find suppliers, and meet with buyers.

The companies attending this year are Collaskins, Land & Sea Pets and Jumping Bean Coffee.

Premier Furey to Announce Approach for Ride Sharing

There will be an announcement this morning at 11:00 a.m. regarding ride-sharing services.

Premier Andrew Furey will make the announcement at the Alt Hotel in St. John’s.

Furey will be joined by Minister of Digital Government and Service NL Sarah Stoodley, Minister of Municipal and Provincial Affairs John Haggie, AnnMarie Boudreau, Chief Executive Officer of the St. John’s Board of Trade and Cathy Duke, Chief Executive Officer of Destination St. John’s.

Detour continues on Canada Drive

The detour on Canada Drive from Hamlyn Road to Columbus Drive will remain in place this week.

The detour is to facilitate the ongoing construction of the Shared-Use Path on Canada Drive.

Access for local residents and emergency services will be maintained. Signage will be in place and flag persons will be on site.

The detour is expected to be in place until Friday, October 27.

Woman arrested after refusing to pay for taxi fare in St. John’s

At 9:41 p.m. pm on Sunday, the RNC was called to a call of a taxi passenger who refused to pay for their fair in the west end of St. John’s.

Responding officers located the suspect and taxi driver.

The 42-year-old female was charged with fraudulently obtaining transportation, assault, and breach of court orders.

She was transported to the lockup and held to appear before a judge.

Lane reduction downtown to facilitate construction project near National War Memorial

There will be a lane reduction in place starting today on Duckworth Street from King’s Road to Holloway Street.

The lane reduction is necessary to facilitate the ongoing construction project adjacent to the National War Memorial.

Signage will be in place and flag persons will be on site. Motorists may experience delays as a result.

The lane reduction is expected to be in place until Friday.

NL Health Serives to hold Innovation Summit this week

NL Health Services will be holding an Innovation Summit this week at the Health Innovation Acceleration Centre in St. John’s this week.

The theme this year is “Reimagining Patient-Centred Care through Innovation and Research.”

The summit will feature keynote speakers, NL Health Services leadership, government officials, academic researchers, innovation partners, and industry experts.

Minister of Industry, Energy and Technology Andrew Parsons will address the summit today.

There will be discussions surrounding research and innovation in the health care field.

Man arrested after disturbance in the Goulds

On Sunday morning the RNC responded to a call of a disturbance at a residence in the Goulds.

Responding officers located an individual with non-life threatening injuries.

Police located and charged a 30-year-old male with assault causing bodily harm and uttering threats.

He was then transported to court to appear before a judge.
